A supplier tells you that its cookie tins are “food grade.” That sounds reassuring, but it leaves most of the important questions unanswered.

Which coating is used inside the tin? Are the cookies in direct contact with it? Does the supporting report cover butter biscuits, chocolate-coated cookies or only a different food type? Is the product intended for the EU, Great Britain, the United States or several markets at once?

A folder full of certificates can still be the wrong compliance file.

When we review a cookie tin project, we do not begin by counting how many certificates the buyer or material supplier already has. We begin with the pack itself: what touches the cookies, how long the contact lasts and where the finished product will be sold.

Those answers determine which food-contact documents the buyer should request.


The Quick Answer

If you only need the five-minute version, focus on these five items:

  1. A product-specific compliance statement for the finished tin or its food-contact construction.

  2. Documentation identifying the interior coating and its intended conditions of use.

  3. Separate declarations for PET trays, inner bags, paper cups, dividers and other food-contact components.

  4. Test reports that match the material, food type, contact time, temperature and destination market.

  5. Traceability records connecting the approved documents with the materials used in production.

Depending on the market and packaging structure, further testing may be necessary. However, these five items provide a much stronger starting point than a general “food-grade certificate.”


First, Work Out What the Cookie Actually Touches

 

Here is the quickest way to define the compliance scope: follow the cookie through the finished pack.

A cookie may be:

  • placed directly against the coated metal;

  • held in a paper cup while still touching the tin at the sides or top;

  • separated by paperboard dividers;

  • positioned inside a PET tray;

  • sealed inside a flexible inner bag; or

  • individually flow-wrapped before being placed in the tin.

These arrangements create different contact routes.

A sealed inner bag normally becomes the primary food-contact layer. However, that does not automatically make the tin irrelevant. The packaging still has to be suitable for its intended use, and buyers should consider whether contact with the tin is reasonably foreseeable after the bag is opened.

This matters when the packaging is promoted as a reusable cookie tin. A consumer may later place unpackaged biscuits directly inside it.

The cookie recipe also affects the assessment. A dry cracker, a high-fat butter cookie and a moist filled biscuit do not behave in exactly the same way. Storage time and temperature matter too.

Research on metal can coatings has shown that migration can vary with temperature and food composition. For example, a study of factors influencing BPA migration from cans found that processing conditions and food constituents affected the results.

The study involved heat-processed canned food, not an ambient cookie tin. Buyers do not need to copy those severe test conditions automatically. The useful lesson is simpler: the supporting evidence should match the intended food and use conditions rather than referring vaguely to “food contact.”


The Core Document Pack

 

The document name is less important than its scope. A Declaration of Compliance, compliance statement or laboratory report only has value when it can be linked to the actual product being ordered.

ISO 9001, BSCI and SEDEX documents may also be part of a supplier-assessment file. They serve different purposes and should not be treated as substitutes for product-specific food-contact evidence.


The Interior Coating Deserves Particular Attention

 

For a direct-contact cookie tin, the interior coating is often the most important part of the review.

Tinplate provides the structure, but the cookies usually touch the lacquer applied to its surface. A report for uncoated tinplate therefore cannot answer every question about the finished tin.

Ask the supplier to confirm:

  • the coating manufacturer or approved supplier;

  • the coating product or series code;

  • the applicable regulatory basis;

  • intended food types;

  • permitted contact conditions;

  • relevant substance restrictions;

  • whether BPA or other regulated bisphenols are intentionally used;

  • the supporting declaration or test report; and

  • how the production batch will be linked to that coating.

A recent investigation of migrants from can coatings considered several groups of substances rather than BPA alone, including coating-related monomers, derivatives and oligomers.

That does not mean every cookie tin requires a broad untargeted laboratory investigation. It does mean that a one-line “BPA-free” claim cannot describe an entire coating formulation.


What BPA-NI Really Means

At Jinyu, buyers can request a BPA-NI interior coating option where it is appropriate for the project.

BPA-NI generally means that BPA is not intentionally used in the stated formulation. It should not automatically be interpreted as:

  • absolute absence;

  • a non-detect result;

  • compliance with every bisphenol restriction;

  • coverage of all non-intentionally added substances; or

  • approval for every country and food type.

For an EU project, buyers should also review the current requirements under Regulation (EU) 2024/3190, which addresses BPA and certain other hazardous bisphenols in several food-contact material categories, including coatings, plastics, adhesives and printing inks.

If BPA-NI coating is required, specify it during quotation rather than after the printed sample has been approved. Changing the coating later also changes the supporting documentation and may affect sampling or production planning.


Every Insert Needs Its Own Review

The finished package may contain four or five different material systems. A metal-tin report does not automatically cover any of them.

PET Trays

For a PET tray, request documentation identifying:

  • the polymer;

  • virgin or recycled content;

  • additives and applicable restrictions;

  • intended food type;

  • contact time and temperature;

  • migration-test conditions; and

  • the exact tray or material code.

For EU projects, plastic components generally require documentation consistent with Regulation (EU) No 10/2011.

Material and processing details matter. A study comparing migrants from virgin and recycled PET trays found that migrant profiles could vary with recycled-content ratios and manufacturing technology.

A report for generic PET is therefore less useful than one connected to the material used for the production tray.

Inner Bags

“PE bag” is rarely a complete material description.

Flexible bags may contain several layers, printing inks, adhesives, coatings and sealant materials. Ask for the full film structure and the food-contact declaration for the side that touches the cookies.

The document should also cover the actual use conditions. A film intended for short-term contact with dry food may not automatically cover a long shelf life or a biscuit with a higher fat content.

The bag must be evaluated after filling and sealing as well. Gussets, headspace and folded seals affect the package dimensions, so the approved bag should also be used during the physical pack-out test.

Paper Cups, Dividers and Layer Pads

Paper inserts look simple, but the word “paper” tells the buyer very little.

The review may need to consider:

  • virgin or recycled fibre;

  • grease-resistant treatments;

  • inks and colourants;

  • adhesives;

  • optical brighteners;

  • mineral-oil hydrocarbons; and

  • intentionally added PFAS.

A divider that keeps two flavours apart is still a food-contact component if the cookies touch it.

Research on the migration of perfluoroalkyl acids from food packaging found that migration varied with paper type, contact time and the selected food simulant. It should not be applied as a universal result for every paper cup, but it shows why fibre type and surface treatment should be identified.

Testing dry-food packaging also requires sensible test conditions. A study comparing mineral-oil migration from paperboard into dry-food simulants illustrates how the selected simulant can affect the interpretation of results.

The choice between PET trays, paper dividers, paper cups and inner bags should be made before final compliance approval. Changing an insert later changes both the available capacity and the document pack. These options are compared in more detail in Cookie Tin Inserts Compared.


External Printing Is Not Automatically Outside the Review

 

Most cookie-tin artwork is printed on the outside, but production controls still matter.

During printing and manufacturing, sheets may be stacked before they are formed into tins. An inadequately cured printed surface could transfer substances to another surface through set-off.

EU good manufacturing practice rules require controls to prevent unacceptable transfer from printed surfaces. Research using a simulation method for packaging set-off also found that curing conditions influenced transfer in the system studied.

That research was not a test of a finished metal cookie tin. The practical takeaway is to ask whether the ink system is properly cured and whether the printing process prevents transfer to the food-contact side.

Dry food should not automatically be dismissed as irrelevant to print-related migration. A Belgian study of photoinitiator migration from printed packaging into food identified migration in paper and board applications involving packaged foods.

Metal, paper and plastic create different transfer pathways, so the results cannot be copied from one material to another. They do support the need for suitable ink selection and controlled printing processes.


What Different Markets Expect

 

There is no universal document that covers every country.

European Union

Food-contact materials placed on the EU market must meet the general safety requirements of Regulation (EC) No 1935/2004 and be manufactured according to Regulation (EC) No 2023/2006 on good manufacturing practice.

The EU has detailed harmonised rules for plastics, but metals, paper, coatings and printing inks are not all covered by one identical material-specific measure. National provisions or other recognised technical guidance may also need to be considered.

This distinction affects the paperwork. A formal plastic DoC is required for applicable plastic components under Regulation (EU) No 10/2011. A coated metal tin does not automatically use the same prescribed DoC format.

Nevertheless, buyers should request a product-specific compliance statement for the coated tin and retain the supporting evidence.

The Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, also introduces packaging requirements relevant to matters such as PFAS in food-contact packaging and certain heavy metals. These packaging provisions complement food-contact rules rather than replacing them.

Great Britain and Northern Ireland

Avoid using “UK compliant” without specifying the intended territory.

Northern Ireland continues to apply relevant EU food-contact rules under its applicable arrangements. Great Britain—England, Scotland and Wales—has a separate regulatory position in some areas.

For example, current UK government guidance explains that the newer EU BPA restrictions apply in the EU and Northern Ireland but do not currently apply in Great Britain in the same way. See BPA in Food-Contact Materials: EU Rules and UK Implications.

If a product will be sold in both Great Britain and Northern Ireland, ask for the compliance position to be mapped separately.

United States

The FDA does not issue one universal “FDA food-grade certificate” for every finished cookie tin.

Instead, substances used in a food-contact article need an appropriate regulatory basis for their intended use. This may come from a regulation in Title 21 of the Code of Federal Regulations, an effective Food Contact Notification or another recognised basis.

The FDA explains the process in Determining the Regulatory Status of Components of a Food Contact Material.

If a supplier refers to a section of 21 CFR, ask how it applies to the actual coating, plastic or adhesive. Merely listing a regulation number does not establish that the finished construction is suitable for the proposed cookies and storage conditions.

California Proposition 65 should be considered separately where applicable. It is not a substitute for FDA food-contact status.

Australia and New Zealand

Food Standards Australia New Zealand takes an intended-use approach. Packaging must be fit for purpose and must not contaminate food in a way that makes it unsafe or unsuitable.

The review should consider direct and indirect contact, food composition, temperature, storage duration and foreseeable reuse. The official FSANZ food-packaging guidance provides a useful starting point.

An EU document may support the assessment, but it should not be assumed to satisfy every Australian or New Zealand responsibility automatically.


How to Read a Laboratory Report Without Becoming a Chemist

 

Most buyers do not need to analyse every page of a migration report. They do need to check whether the report belongs to their project.

Start with seven questions:

  1. What was tested?
    Look for a product name, coating code, film structure or material reference.

  2. Does it match production?
    Confirm that the sample represents the coating, tray, bag or paper component being ordered.

  3. What food or simulant was used?
    The test conditions should make sense for the intended cookie.

  4. What were the time and temperature conditions?
    A short room-temperature test and a long ambient shelf life are not automatically equivalent.

  5. What was measured?
    Overall migration, specific migration, heavy-metal content, metal release and composition screening answer different questions.

  6. What limits were applied?
    The report should identify the applicable limit, unit, measured result and reporting or quantification level.

  7. Which market and regulation does the conclusion cover?
    A report prepared for one market should not be presented as worldwide approval.

“Not detected” does not mean that a substance has been proven completely absent. It means it was not detected above the method’s stated detection or quantification capability.

An old report is not automatically invalid either. The more important question is whether the material, formulation, supplier, use conditions and applicable legislation have changed.


Do Not Confuse These Types of Evidence

 

Several documents are useful during supplier qualification but do not prove the same thing.

ISO 9001

ISO 9001 concerns the supplier’s quality-management system. It can support consistency and process control, but it does not establish that a particular coating is suitable for food contact.

BSCI and SEDEX

These programmes relate primarily to social responsibility and supply-chain practices. They do not measure chemical migration.

SGS, Intertek or TÜV Reports

These are testing and inspection organisations, not regulations. Their reports can provide strong evidence, but the buyer must still read the sample description and test scope.

A report bearing a well-known laboratory logo may still cover the wrong coating or component.

SDS or MSDS

A Safety Data Sheet provides chemical handling and hazard information. It is not normally a complete food-contact declaration, and it may not disclose the full formulation.

REACH and RoHS

REACH may be relevant to chemical restrictions in the EU. RoHS applies to certain electrical and electronic equipment. Neither replaces a food-contact assessment for a cookie tin.

Heavy-Metal Testing

Heavy-metal testing is frequently requested, but it should not be treated as the only food-contact test.

Content testing, metal release and migration are different assessments. The required scope depends on the market, packaging material and customer specification.

There is also no reliable universal testing price or turnaround time. Laboratory cost and timing vary with the analytes, standards, sample quantity, test conditions and laboratory location. Obtain a project-specific quotation before building testing time into the launch schedule.


A Typical Documentation Gap

 

Consider an illustrative project:

A brand plans to pack twelve butter cookies in paper cups inside a coated round tin. There is no sealed inner bag. Shelf life is nine months at ambient temperature, and the product will be sold in the EU and Great Britain.

The initial supplier file contains:

  • an ISO 9001 certificate;

  • a BSCI audit;

  • an SDS for the tinplate;

  • a generic heavy-metal report; and

  • a statement saying “FDA and EU food grade.”

The file looks substantial, but it still does not answer the central question: what material will the cookies touch?

The missing information may include:

  • the identity of the interior coating;

  • intended-use conditions for that coating;

  • current bisphenol information;

  • documentation for the paper cups;

  • confirmation that the EU and Great Britain have been reviewed separately; and

  • traceability between the approved coating and the production batch.

The solution is not to ask for “more certificates.” It is to ask for the right evidence for each component.

Prepare the Documents Before Mass Production

Compliance questions become more expensive when they appear after printing or production has started.

A sensible sequence is:

  1. Confirm the destination market.

  2. Define the cookie type and expected shelf life.

  3. Decide whether contact is direct or through an inner pack.

  4. Select the tin structure and interior coating.

  5. Confirm every insert, bag, cup, divider and adhesive.

  6. Review the available declarations and test reports.

  7. Agree on any additional laboratory work.

  8. Produce and approve the physical sample.

  9. Freeze the material specification before mass production.

  10. Retain the production and traceability records.

Please provide the food-contact compliance documents for the proposed cookie-tin construction.

Product: [cookie or biscuit type]
Packing arrangement: [direct contact / paper cups / PET tray / sealed inner bag]

Storage conditions: [temperature and other relevant conditions]
Destination market: [country or region]

Please identify the tinplate, interior coating, exterior ink and varnish, tray, bag, paper insert and adhesive specifications where applicable.

For each food-contact component, please provide the current compliance statement or Declaration of Compliance, supporting test reports, intended-use restrictions, material or coating code, issue date and traceability reference.

Please also confirm that the materials used for sampling will be the same as those used for mass production, and notify us before making any material or supplier change.

The more specific the RFQ is, the less likely you are to receive a collection of generic certificates that later needs to be reviewed again.


Red Flags to Watch For

 

Pause the approval process if:

  • one generic certificate is used to cover every component;

  • the report does not identify the tested sample;

  • only the bare tinplate is documented;

  • the coating code on the report differs from the production specification;

  • “BPA-free” appears without an explanation;

  • an SDS is presented as the main food-contact certificate;

  • a plastic report is used to cover a coated metal tin;

  • the test conditions have no clear connection to the intended food;

  • the file relies on repealed or outdated regulations;

  • “EU compliant” is used to cover Great Britain without further review;

  • the documents belong to another factory or material supplier; or

  • the supplier cannot explain how approved materials are controlled during production.

A short, specific file is often more useful than a large folder of unrelated reports.


When Should Documents Be Reviewed Again?

 

Recheck the compliance file when there is a change to:

  • the interior coating;

  • the coating or tinplate supplier;

  • ink, varnish or adhesive;

  • PET resin or recycled-content percentage;

  • inner-bag structure;

  • paper grade or surface treatment;

  • cookie recipe, particularly fat or moisture content;

  • storage time or temperature;

  • direct or indirect contact;

  • intended reuse;

  • destination market; or

  • applicable legislation.

Do not rely only on a fixed expiry date. A relevant material or use change is a stronger reason for review than the age of the PDF alone.


Frequently Asked Questions

 

Is there one worldwide food-grade certificate for cookie tins?

No. Requirements depend on the destination market, material and intended use. A complete file normally contains several component-specific documents.

Does the tin need food-contact documents if the cookies are in a sealed bag?

The bag becomes the primary contact layer, but the complete packaging arrangement should still be reviewed. Foreseeable contact after opening and reusable-storage claims may also be relevant.

Is an FDA certificate required for the United States?

Specialist laboratory or legal advice may be necessary for complex projects.
